Maintenance Assessment District Committee

The Rancho Bernardo Maintenance Assessment District is a citizen's advisory board that works with city staff to manage the landscaping in Rancho Bernardo. The maintenance is funded by a special assessment that is collected from the property taxes of residents and businesses in the maintained areas of Rancho Bernardo. It is also funded in part by special taxes not limited to gas taxes. The work is performed by a landscaping company who has a contract to perform the work.

The Rancho Bernardo Maintenance Assessment District, originally referred to as the Rancho Bernardo Landscape Maintenance District, was established by the city of San Diego in July 1983 at the request of community residents after Avco developers decided to pull out of Rancho Bernardo. During the process of developing the Landscape Maintenance District, residents of Bernardo Heights petitioned to be excluded from it as they were paying a fee to have the streets in their designated area professionally maintained. The city of San Diego agreed to this, forming two designated zones in Rancho Bernardo. Zone One consists of all parts of the District which would pay into the Landscape Maintenance District. Zone Two consists of all parts of the District which would not pay into the Landscape Maintenance District (Bernardo Heights). The Rancho Bernardo Community Council was recognized by the community during the establishment of the Landscape Maintenance District in July, 1983 to be the designated group to oversee what is now called the Maintenance Assessment District.

Out of 48 Maintenance Assessment Districts in the city of San Diego, only 11 are overseen by planning groups. All others are overseen by Community Councils/Town Councils or independent groups. As with the 36 other Maintenance Assessment Districts which are overseen by Community Councils/Town Councils or independent groups, the Rancho Bernardo Community Council is recognized by the city of San Diego as the official group to oversee the Rancho Bernardo Maintenance Assessment District due to Municipal Code 65.0209(b), which states:

"In the event the boundaries of a District* are substantially not the same
as the boundaries of an established community planning group**,
the property owners within the District may establish their own
designated representatives to speak for the property owners."

* 'District' refers to the whole community.

**the boundaries of Rancho Bernardo Maintenance Assessment District are significantly different than the boundaries of the entire, established community due to the fact that Bernardo Heights is not part of the Rancho Bernardo Maintenance Assessment District.

The Maintenance Assessment District Committee meets on the first Monday of the month, 7:00 pm at the Swim and Tennis Club in Rancho Bernardo.
